I do agree with you. I think people have the right to decide when they want to have children if they ever want to have them, at the time that contraceptives reduce the risk to acquire (or spread) sexually transmitted disease.
However many people, specially the young ones, tend to believe that contraceptives are designed to enable their promiscuity and very often pregnancy occurs among teenage girls who sometimes discard any method to see "how it feels without it." In most countries where the Roman Catholic Church is the predominant religion, this is a debate topic because government are usually engaged in campaigns promoting sex with responsibility, involving naturally contraceptive methods that the Church dislikes, but really necessary due to both STD and over-population.
