SSH access can be easily abused. For example, I guess HK wouldn't be willing to pay for your bandwidth to Twitter or Facebook if you just happen to need to utilize the SSH tunnel to get across the Great Firewall of China.
No, there's almost no chances that NiftyHost offers free SSH access. Not on any port.
