I'm living in the country (PRC), too, using an ADSL connection from China Telecom. No difficulty has been discovered when accessing sites hosted on NiftyHost without using my proxy so far.

Different ISPs in China perhaps filter different sites: China Unicom is known to block far more sites than China Telecom. So you have a China Unicom Intenet connection at home, it's possible that NiftyHost is blocked by the ISP.

Another possibility is, some companies, especially large ones, using company-wide VPN proxies to bypass the Internet censorship.

You may also want to check if it's DNS poisoning, since DNS poisoning can be partially fixed locally, by check the DNS lookup result of the inaccessible domain with, for example, nslookup.

WebsitePulse provides an excellent tool to check if your site is blocked by the Great Firewall.. The Beijing server uses a China Unicom connection, I believe, while the Shanghai one uses China Telecom. I checked pyro.niftyhost.us (208.53.183.61) from both servers and no error was returned. Huh, maybe NiftyHost has more than one IP, or it's just a keyword filter (if the URL of your site matches a specific keyword, you could get a TCP reset from the Great Firewall, e.g. ".net.ru" used to be a keyword) that you have met?

It could also be a simple local configuration issue, for instance, an insane entry in hosts file, or a faulty local firewall policy. Please try to visit the site at home with a LiveCD system. if you are unsure about this point.
