If the government found intelligent alien life should it keep it a secret?

I think that the public should be told about it, as they have a right to know what's going on, but on the other hand, it would cause lots of panic and maybe riots etc.

The public shouldn't panic though, as aliens are not little green things flying around in saucers out to kill us.
