im trying to make a rating system for certain things on my website, and the tutorial says i need to make a new database inside of the phpMyAdmin how do i do that?

Go to cPanel and click MySQL Database Wizard. Complete all the steps and note down everything.

That's because it's a local server that doesn't have any other software installed to create databases. Do what Zack said ;)
