Lol, yeah. I'm not sure $10 is the final price, 'tis just a rumor. Be awesome if it were. Too many expensive ccTLDs out there.

A TLD is a top level domain. .com is a top level domain, google.com is a second level domain (but is commonly referred to as a TLD, since it is the highest level most people will ever get to).
