Change your cPanel password and stop using an insecure CMS.

Firstly we are by no means obliged to keep your site or passwords secure. That is for you to do. The most high up you could go is reporting to there isp and they might tell him to stop.

If you wish to continue to complain feel free to and I will terminate your account.

Thank you

Well, then you might wanna:
- Change your cPanel password (Use a password generator)
- Don't use the same password to your CMS's as to cPanel.

Additionally, you can make use of the cPanel built-in IP Deny Manager. I don't know whether it helps, but considering it:
cPanel Wrote:...will allow you to block a range of IP addresses to prevent them from accessing your site. You can also enter a fully qualified domain name, and the IP Deny Manager will attempt to resolve it to an IP address for you.
- It might be worth using it.

It's up to you to keep your site and your credentials secure.
