1.why I cannot grant execute permission to my database via cpanel? I have tried so many times but failed.
2. a little bit server info question. niftyhost use 1 cpu instead of 8 cpus?(just seen the info of the cpanel)
1. To modify the MySQL permissions of a MySQL user in cPanel, delete the current user and create a new one with the same name and execute permissions. This is a limitation of the cPanel software.
2. We have 8 CPUs, but the number you were looking at in cPanel is only showing the current server load being utilized. It has very little correlation to the total CPU core number. That number means that 1/8 of our total CPU cores were being utilized.
1. I have tried several times but the execute permission still cannot be added on it

What error do you get?
it have no errors on that,
after I have done it, the execute permission still has not been added the the database since I checked that user's permission.

moreover, it is the bug? When I seen my cpanel, it shows 1 cpu instead of 8 cpus?
It is not a bug. That is the server load currently being used.
Did you add the user to the database after recreating it?
Execute can be added as I add execute to all my dbs
