No, we're not kidding. You don't have enough legit referrals to request a domain, but I am sure you already knew that before requesting the domain.
Stop wasting the time that we could be spending on users that actually do their best to get a domain without cheating.

I think there is a need of updating the terms a bit. Just disallow refs with .edu/.gov domains, that might stop a part of those cheaters. Then atleast there will be a bit more legal ref and traffic coming to this site.
