Well, Zack, the brand new chip found in the iPod touch 4 DOES allow FaceTime to be run smoothly, as smooth as the commercials. I don't own the latest device but considering the fact that the new chip is the Apple a4 (512MB RAM, overclockable by jailbreak ;) ).

However, it has been reported since the 2nd generation iPod touch in iFixIt Reports that the touch 2G and above (this includes the 4G) not only has a radio transmitter (hidden) and a more powerful Wireless-N Card inside. These features may be rolled out in a new software release, in the coming months/years, or may not even be touched. Totally depends on Steve Jobs' mood.
